How Do I use the <META> Tag in Blogger?

How Do I use the Tag in Blogger to rearrange whatever syntax language blogger might have. I am currently running 2 separate blogs through blogger. I want to enable a way to change the order of each one of the blogs hits as they appear in search engines. PLEASE NOTE: I have tied to do this, out side of blogger, and it word just fine. But when I tried it in Blogger It did not turn out so good.
