What is the reason that U.S.became involved between Japanese 'comfort camps' ual subj. to Koreans..?

To be more specific....There is a legislation that is yet in the beginning of it's journey: HR 121... Basically, during WWII the Japanese Gov. ually subjugated Asia/ Pacific Islands, in particular, Korea. My question is, how and why U.S. is involved in this? Why does US want this legislative to be ped? What does U.S. get out of this?
