What would it take to diminish the divorce rate?

The divorce rate seems to me much more of an abomination to the "sanctity of marriage" that ulas being allowed to enter into a civil union (don't preach to me-- I'm talking a legal civil union. Not one blessed by the church. two different things) What would it take in our society to diminish the rate of divorce? I'm not talking so much about strict rules of conduct like in some other cultures where abuse and neglect are ignored, but what kind of rules would need to be enacted to keep people from taking marriage so lightly?
